Your role in one sentence:  I guide the Campaign’s research to support our advocacy and policy work.

When I am not at work helping students get to and succeed in college I am… usually found racing sailboats, most often at home in San Diego. I’ve also been known to go on longer races, like the Transpacific, which goes from LA to Honolulu.

Formal Bio:

Alli Bell is a talented education policy specialist with a passion for public policy driven by sound research and data analysis. She is an expert on setting a state and federal policy context conducive to innovative academic delivery models designed to expand educational access and attainment. Over her career, she has worked on a variety of topics, including education finance, student outcomes, innovative educational delivery, adult re-engagement and data systems.

Alli most recently was a Director at HCM Strategists, where she assisted policymakers and individual school systems with support and expertise to develop programs that increase affordable, accessible and high-quality postsecondary education, particularly for working adults and racial and ethnic minorities. Alli served as an associate research scientist at the National Center for Education Statistics, where she oversaw the collection of the Integrated Postsecondary Education Data System (IPEDS) Graduation Rates and Fall Enrollment components. Before that, she was a policy analyst for the State Higher Education Executive Officers Association. In that role, she managed the State Higher Education Finance Report, collecting and analyzing state financial data, compiling annual higher education finance reports and collaborating with state policymakers. She has also served in the Institutional Research offices at UCSD and Washtenaw Community College.

Alli holds a bachelor’s degree from Stanford University and earned her master’s degree in education and her Ph.D. in higher education from the University of Michigan. An outdoor enthusiast, Alli enjoys camping, hiking and skiing, but saves her competitive spirit for sailboat racing. She lives in San Diego, CA.
