The Cal Grant Equity Framework is California’s greatest lever to expand college access and success while closing racial/ethnic equity gaps this budget cycle. The Framework tackles barriers to state aid by simplifying California’s financial aid programs, removing antiquated barriers to aid, and ensuring students have all the information they need about their award amounts so they can make the decision to enroll in college – supporting over 150,000 more low-income students to achieve their college dreams.
 
The value of a college degree is undeniable: Californians earning a bachelor’s degree make $30k more annually than someone with just a high school diploma and can persist against economic downturns with greater security. But for far too many low-income students, the cost of college and a complicated financial aid process keeps them from pursuing their college dreams.

The COVID-19 pandemic has exacerbated inequities for Black, Latinx, and low-income students, resulting in dramatic declines in college enrollment and heightening food and housing insecurity. Now, more than ever, California can and must ensure that our diverse communities aren’t excluded from achieving the California dream by protecting access to higher education through the Cal Grant Equity Framework.
