The State of Higher Education for Black Californians
Racial equity is not optional—it is fundamental to California’s future. When Black students are supported and their success is prioritized, the benefits extend far beyond individual achievement. California becomes stronger, more innovative, and more economically secure for everyone.
The Campaign for College Opportunity is proud to release The State of Higher Education for Black Californians, the first report in our three-part 2026 series examining outcomes and policy solutions for historically underserved students in California. The report analyzes inequities in K-12 preparation, college access, transfer, and degree completion, and identifies the urgent actions needed to close these gaps and strengthen pathways to economic mobility.
Since the groundbreaking series first launched in 2015, the Campaign’s State of Higher Education reports have informed key policy reforms and strengthened statewide efforts to expand college opportunity. In 2026, we are proud to advance this work with an expanded focus on economic mobility—recognizing that our responsibility is not only to illuminate the pathway into and through college, but also the opportunities available to students after they graduate.
Achieving the college dream is not simply about walking across the graduation stage; it is about ensuring that every student has access to a career that allows them to support their families and remain in their communities if they choose.
The 2026 State of Higher Education for Black Californians report draws on data from the Golden Returns and California Mobility Index developed by the College Futures Foundation to examine return on investment for Black college graduates. By analyzing graduate wages and the time it takes to recoup the cost of a college degree, the report offers a clearer picture of how higher education can—and must—deliver on its promise of economic mobility.
