2025 Impact Report: Defying the Odds, Defining the Moment

Graduation season is underway across California, as students cross the stage in celebration of their hard work and persistence. These moments are powerful reminders of what is at stake, and what is possible, when students are supported to succeed. 

In 2025, the Campaign for College Opportunity doubled down on our mission to protect progress and advance student-centered solutions. We launched our 2025-2028 strategic plan, grounding our work in a clear vision: higher education as a driver of economic mobility and shared prosperity. We partnered with allies across California to defend equity-focused policies, elevate student voices, and equip campus leaders with tools to fight, not freeze, in the face of federal pressure.  

Our 2025 impact report—Defying the Odds, Defining the Moment—introduces some of the people behind these victories: policymakers, community partners, Campaign staff and fellows, and most importantly, student leaders. The more our federal administration dehumanizes those it declares “other,” the more we must affirm our humanity and our autonomy.  

Threats to student-centered higher education abound. But because of you—our donors, partners, and allies—so do solutions. Clear pathways. Affordability. Career opportunities. Policies that focus on fairness.
